The Planning and Zoning Commission Public Hearing Rules

The Planning and Zoning Commission has conducted a public hearing about rezoning and other requests regarding Calumet Country Club. These hearings have covered three days and lasted over 10 hours. Of those 10 hours, the Developer made its presentation in 1 hour. Twenty-one members of the public have cross-examined the Developer for over 7½ hours.

Planning and Zoning Commission rules allow the chairperson to establish reasonable limitations on evidence or testimony presented by persons or parties, such as time limits and barring repetitious, irrelevant, or immaterial testimony.

In light of the above, the chairperson has implemented the following rules for this matter, effective immediately:

1.     In person cross-examination will be limited to those individuals who have registered during one of the three previous hearing dates but have not yet spoken.

2.     Cross-examination, either in person or via Zoom, shall be limited to 5 minutes per individual. Participants may not allocate their time to another speaker.

3.     Public comment, either in person or via Zoom, shall be limited to 5 minutes per individual. Participants may not allocate their time to another speaker.

4.     At the conclusion of cross-examination and public comment, the Developer shall be allowed 10 minutes to present its rebuttal.

5.     Besides live participation, the public may submit written comments to the Planning and Zoning Commission at pzc@homewoodil.gov. All comments will be distributed to all Commission members.

At the conclusion of the public hearing, the commission will deliberate and make recommendations to the Village Board.
