Downtown Transit-Oriented Redevelopment
The Village of Homewood is seeking proposals from qualified developers for mixed-use and multi-family projects aimed at redeveloping two downtown properties. The Village intends to utilize Village-owned property adjacent to the Village’s thriving transit hub to create two developments that combine residential and commercial uses, supporting the goals of transit-oriented development. These developments will help Downtown Homewood continue to grow into a thriving regional hub of activity which belongs to all Homewood residents alike!

January 12, 2026: Final Proposals Announced
Since proposals for the Downtown TOD Redevelopment project were on December 9, 2025, Village staff have been evaluating proposals for the Downtown TOD Redevelopment project to create a a final set of proposals to be evaluated more closely by Village staff and consultants. Staff interviewed each proposal team to gather additional details about each proposal. Staff also worked with proposal teams to revise proposals to respond to Village needs (infrastructure, design, parking, etc.) and ensure all details were understood by staff.

Granite Realty Partners
Granite Realty Partners, partnered with Arete Design Studio, has submitted a proposal for the Village Hall site at 2024 Chestnut Road and the Matrix Building site at 2066 Ridge Road. The proposal includes:
- 2024 Chestnut Road: 78 market-rate apartments in 5-story building with ground-floor parking for residents and Village Hall employees/visitors.
- 2066 Ridge Road: 42 market-rate apartments in 5-story mixed-use building with 5,800 s.f. commercial space and surface parking for residents.

Southland Development Authority (SDA)/Edward Peck Design
Southland Development Authority, partnered with Edward Peck Design, has submitted a proposal for the Village Hall site at 2024 Chestnut Road and the Matrix Building site at 2066 Ridge Road.
- 2024 Chestnut Road: 85 market-rate apartments in 6-story mixed-use building with 2,000 square feet of new commercial space, a new plaza near the entrance of Village Hall, and a parking garage for residents and Village Hall employees/visitors.
- 2066 Ridge Road: 22 market-rate apartments or condominiums in 5-story mixed-use building with 2,400 s.f. new commercial space, a plaza with outdoor seating, and surface parking for residents.

Holladay Properties
Holladay Properties has submitted a proposal for the Village Hall site at 2024 Chestnut Road and the Matrix Building site at 2066 Ridge Road.
- 2024 Chestnut Road: 110 market-rate apartments in a 5-story mixed-use building, with 2,000 square feet of commercial space, a plaza and two floors of underground parking for residents.
- 2066 Ridge Road: Acquire the property with goal to assemble adjacent properties to create a retail-focused mixed-use development with boutique residential and a potential grocer on the ground level - would proceed following land assembly and construction of first phase at 2024 Chestnut Road.

Far South Community Development Corporation (FSCDC)/SEEK Design
The Far South Community Development Corporation (FSCDC), in coordination with SEEK Design, has submitted a proposal for the Village Hall site at 2024 Chestnut Road and the Matrix Building site at 2066 Ridge Road.
- 2024 Chestnut Road: 72 apartments in a 4-story mixed-use building with 10,000 s.f. of commercial space, a public courtyard, and 72 covered parking spaces for residents and visitors.
- 2066 Ridge Road: 39 apartments in a 5-story mixed-use building with 6,500 s.f. commercial space, a 3,300 s.f. rooftop restaurant, and 35 covered and surface parking spaces for residents.

Project Timeline
Village staff continues to review proposals for the two Downtown TOD redevelopment sites at 2024 Chestnut Road and 2066 Ridge Road. Below is a timeline of the process for this review.
November 21, 2025: Request for Proposals closes.
November 21 - December 9, 2025: Village staff verifies completeness of proposals and work with applicants to ensure complete proposals are provided to the Board prior to their December 9, 2025 hearing.
December 9, 2025: Village staff presents each of the proposals at the December 9, 2025 hearing of the Village Board.
December 9 - January 9, 2025: Village staff conduct interviews with members of each proposal team, and perform preliminary evaluation of proposals against minimum criteria (zoning, etc.) Village staff releases a final set of proposals to continue to final evaluation.
January 13, 2026: Village staff present proposal(s) to continue to final evaluation at public hearing.
January 13- January 27, 2026: Village staff will complete detailed evaluation of all proposals brought forward on January 13. Staff will partner with consultants to review public return on investment and long-term impact of development. Staff will identify one or more proposal to recommend to the Board for final selection.
January 27, 2026: Village staff will present recommendation for one or more proposals to select as development to move forward with. Village Board will open a solicitation for alternate proposals (required for any property located in a TIF district).
January 27 - February 11, 2026: The Village may receive alternate proposals responding to the final recommendation presented to the Board (other proposal teams from initial request for proposals may submit revised proposals). Staff will review these proposal against the project criteria and identify one or more proposal to recommend to the Board for final selection.
February 11, 2026: Village Board will hold public hearing for new TIF district (Harwood TOD TIF) where both properties for this project are located. Village staff will present a final recommendation for one or more proposal to move forward with on both properties. The Village Board may make a final decision on a proposal to move forward with.
February-May 2026: Village staff will work with selected developer to negotiate property agreements (including redevelopment agreement, purchase and sale agreements, public improvements, etc.) and entitlements (zoning reviews, design reviews, etc.).
This process is designed to ensure many opportunities for Village residents to engage with proposals while providing detailed and transparent analyses of proposals for this catalytic project for Downtown Homewood.
